When a balloon is inflated inside the Harbottle, and the bottom hole is plugged with the stopper, the balloon will not deflate. With the stopper in place the glass surrounding the balloon prevents the atmospheric pressure from crushing the balloon. Remove the stopper and air will rush in and cause the balloon to deflate.
